Introduction. In the context of increasing demands for the professional training of civil servants within the higher education system, there arises a need for the prompt management of the design of the educational process as a complex system aimed at achieving the outcomes established by educational standards. Amid ongoing transformational processes within the system of public administration, the need for such research is becoming even more pronounced. This highlights the relevance of developing a model and tools for analysing the educational process of training civil servants as a foundation for ensuring the quality of professional education for future leaders.
Aim. Based on the developed methodology for the comprehensive analysis of the educational process within the higher education system, the aim is to identify and characterise the pedagogical conditions for organising the educational process in the training of future civil servants enrolled in bachelor’s degree programmes in “Public and Municipal Administration” at the Presidential Academy.
Methods. Theoretical and empirical research methods were employed, ensuring a comprehensive approach to the analysis of the pedagogical conditions for organising the educational process.
Results. The model of a comprehensive analysis of the educational process of training future civil servants in the system of higher education has been developed and tested. It was established that the model makes it possible to enhance approaches to designing organisational, pedagogical, and methodological conditions for achieving the anticipated educational outcomes.
Scientific novelty. Scientific understanding of the specific features of modelling the conditions for examining and analysing the educational process has been expanded.
Practical significance. Managers and specialists of higher education organisations in designing the conditions of professional training of future civil servants can use the obtained results of the study.
