The article presents the original author’s position on the dominant model of implementation of the competence approach in the system of vocational education. Shows the impossibility of formation of professional competence of students in conditions of educational organizations of secondary professional education. The analysis of contradictions between the competence approach, the results of education and the requirements of employers is presented. A model of structural reorganization of the system of secondary vocational education is proposed, which allows to remove some of the indicated contradictions.

The article reveals the content of the project «Ural urbanplanning school», created within the framework of the Priority Projects «Education» and «Comfortable urban environment» of the Government of the Russian Federation. Многие педагоги общеобразовательной подготовки в процессе внедрения Федеральных государственных образовательных стандартов столкнулись с проблемой формирования общих, а особенно профессиональных, компетенций в процессе освоения их дисциплин. Известно, что общеобразовательный блок является основой специальных и профессиональных дисциплин, именно здесь закладываются будущие профессиональные навыки. Можно ли хотя бы частично сформировать общие и профессиональные компетенции, изучая дисциплины общеобразовательного цикла и каким образом это сделать?

Начать собственный бизнес — дело непростое, особенно если ты молод и неопытен. Существует масса мифов, которые мешают начать свое дело. Например, «нужны связи». Или «у меня нет достаточно денег». Или «бюрократия мешает бизнесу». Мы предлагаем студентам и выпускникам техникума избавиться от этих стереотипов и реализовать свои амбиции и способности в предпринимательстве.

На сегодняшний момент нет устоявшегося понимания методической компетентности, хотя она и признается важной составляющей общепрофессиональной компетентности педагога, а изменения в подходах к образованию, зафиксированные современными федеральными образовательными стандартами, делают ее одной из ключевых. Проблема методической компетентности является особенно острой для системы СПО, где традиционно большой процент педагогов (преподавателей спецдисциплин и мастеров производственного обучения) — это люди, пришедшие с производства, и уровень их методической подготовленности оставляет желать лучшего.

Федеральный государственный образовательный стандарт позволяет разнообразить образовательные программы, сделать их более приемлемыми для конкретного потребителя, для будущего работодателя, позволит привести их в соответствие с перспективными потребностями региона. Несмотря на все положительные моменты новых стандартов, есть проблемы, связанные с их применением.

В целом перечень компетенций российских бакалавров и магистров по направлению «Экология и природопользование» в Федеральном государственном общеобразовательном стандарте третьего поколения соответствует требованиям Европейских квалификационных рамок. Но работодателям формулировки большинства предметно-специфических компетенций кажутся недостаточно конкретными.

В соответствии с указом Президента России Владимира Путина «О мероприятиях по реализации государственной социальной политики» от 7 мая 2012 года в России до 2015 года должны быть разработаны и утверждены не менее 800 профессиональных стандартов, приобретающих законодательный характер, одним из которых должен стать профессиональный стандарт педагога профессионального обучения.

Профессионально-квалификационные характеристики, которыми должны обладать работники, являются одним из важнейших критериев эффективности функционирования предприятия. Неверно установленные характеристики могут негативно отразиться на хозяйственной деятельности. Для их определения необходим профессиональный стандарт.

Изменения в социально-экономических условиях жизни общества и технико-технологическом базисе производства формируют новые требования к качеству рабочей силы, определяющему конкурентоспособность работника на рынке труда. Ведущее место среди них отводится профессиональным компетенциям.

Характерная черта современной мировой экономики – переход передовых государств к новому развитию их производительных сил. Индустриальную стадию развития сменила постиндустриальная, в которой значительное место занимает сфера услуг, наука, здравоохранение и образование. В современном обществе главной производительной силой прогресса является наука, а это, в свою очередь, ведет за собой новые достижения, разработки и инновации в этой области. Жизненный цикл поколений техники стал короче периода активной трудовой деятельности человека. Подобная трансформация в значительной степени определяет требования к качеству рабочей силы и системе подготовки кадров.

Процессу создания и развития Национальной системы компетенций и квалификаций (НСКК), как показывает практика, оказывается организованное противодействие – силами, не желающими преобразования российского деструктурированного рынка непрофессиональных людей в национальный рынок квалифицированных востребованных профессионалов. Что это за силы? Кто за ними стоит? Каким образом они мешают инновационному развитию общества и какими последствиями это грозит? Как этому противостоять? На эти вопросы я постараюсь ответить в статье, которую предлагаю вниманию тех, кому не безразлична судьба нашей страны и жизнь будущих поколений.

Повышение энергоэффективности использования природных ресурсов обусловливает необходимость освоения населением основ культуры потребления энергетических ресурсов. Необходимо преодоление стереотипа расточительства всех и во всем. Ведь все затраты на энергию, товары, услуги оплачивают потребители. Отсюда необходимость формирования нового мышления энергопотребления

Использование возможностей компьютерной и вычислительной техники в эпоху цифровых технологий – требование, предъявляемое к специалистам всех сфер экономики. Каждое учреждение профессионального образования стремится не только максимально вооружить своих студентов практическим опытом, умениями, знаниями, необходимыми в дальнейшей профессиональной деятельности, в том числе и в области владения IT-технологиями, но и гарантировать качество их подготовки.
